Singapore Green Plan 2012 (2006 Edition)

The SGP2012 is Singapore 's 10-year blueprint towards environmental sustainability. More than 17,000 participated in the review through various platforms. It has brought out key environmental issues like Climate Change and resulted in a robust plan able to address emerging environmental challenges.

The SGP2012 (2006 edition) has incorporated the majority (more than 90%) of the recommendations raised by the three Focus Groups formed as part of the review, reflecting strong public ownership and commitment to continue to protect and enhance our environment.

Six focus areas

The SGP2012 (2006 edition) covers six focus areas - Air and Climate Change, Water, Waste Management, Nature, Public Health and International Environmental Relations. Arising from the review, four new targets have been added:

  1. Reduce the ambient Particulate Matter 2.5 level to within an average of 15 µg /Nm 3 by 2014;
  2. Improve carbon intensity (i.e. carbon dioxide emission per GDP dollar) by 25% from 1990 level by 2012;
  3. Reduce Singapore 's per capita domestic water consumption from 162 litres per day in 2004 to 155 litres per day by 2012; and
  4. Partner the 3P sectors to generate greater awareness of the importance of conserving, valuing and enjoying water and develop a sense of shared ownership of our water resources.

What's next

Action programme committees consisting of representatives from the 3P (People, Private, Public) sectors have been set up to implement the initiatives under the updated SGP2012. Examples of some major initiatives being implemented are:


Air and Climate Change:
  • Raise public awareness on energy efficiency and climate change.
  • Make it mandatory for all air-conditioners and refrigerators to carry energy efficiency labels from mid-2007.

Water:
  • Look into the mandatory installation of dual-flush low-capacity flushing cisterns (LCFCs) in all new buildings as well as existing buildings undergoing renovations by end 2009.
  • Transform waterways and reservoirs into vibrant and aesthetically pleasing community spaces with activities for everyone to enjoy and participate in, under PUB's Active, Beautiful and Clean Waters Programme

Waste Management:
  • Collaborate with companies in the packaging supply chain to develop a voluntary agreement to reduce the amount of packaging used and enhance the recovery of packaging materials. 
  • Work with major retailers and supermarkets to reduce excessive usage of plastic bags in the retail sector
   
Nature:
  • Set up a National Biodiversity Reference Centre to better manage databases on indigenous biodiversity.
   
Public Health:
  • Improve public toilet cleanliness standards through ways such as grading system, awards and training.
